Now, they are able to put catch up content in the open world, which people SAY they want more of, but still manage to complain. They were previously included as catch up content, not something to keep you occupied, and with how CMs work there is even less reason. They wont be adding new dungeons ever again. It was always planned to have 1 raid after launch, and there has never been a major content patch after the final tier discounting Sunwell. Wouldn't have taken much time investment (maybe as long as Tannan jungle took), and would have been a great segway into the next expansion, and less time in HFC.
